- Increase the north-south transportation capacity in the Tooele midvalley area by providing a new north-south transportation facility
- Create a new interchange on I-80 between Grantsville and Lake Point to reduce congestion at the Lake Point Interchange
- Reduce future roadway congestion on SR-36
need for the project
The Proposed Action is needed to improve north-south transportation capacity in the middle of the Tooele Valley. The needs are summarized in the following bullets:

Population in the Tooele Valley is anticipated to nearly triple (from 37,000 to 98,000) by 2030, with much of the growth occurring in the middle of the valley. An additional north-south high capacity facility is needed to accommodate the projected growth in the Tooele midvalley area.

Traffic analysis has demonstrated that SR-36 will be at LOS F between I-80 and Tooele City by the year 2030, if no improvements are made to the transportation system in the study area beyond what is proposed in the Long Range Transportation Plan. South of the City, SR-36 will be at LOS E in 2030. A new north-south transportation facility that meets UDOT’s goal for Level of Service (LOS) D is needed to accommodate the predicted future traffic demand and to alleviate predicted future congestion on SR-36.

The existing interchange at Lake Point (that connects I-80 with SR-36) will not accommodate the predicted traffic demand in 2030. A new interchange between the Lake Point and Burmester Street interchanges is needed to accommodate motorists driving to the midvalley Tooele area and Grantsville and reduce predicted congestion at the Lake Point interchange.

Previous planning efforts have shown the need for a new north-south transportation corridor in the midvalley Tooele area. These efforts include the Tooele County General Plan, Sheep Lane Study Report, and the Tooele Long Range Transportation Plan .
